I think a strong argument can be made for number 2, considering how well you can see the "No Smith River Mine" sticker. Just noticed that :)
Does the publisher have the say over the title? Seems it should be Flyfisher's Guide™ to Southwest Montana's Mountain Lakes.

I like the peacefulness of the scene with the gentle arc of the rod held by Liz as she begins to bring in her catch.

I like number 2 because the fish looks dead. Looks like you are ready to catch and release into bacon grease. I feel like this makes the cover feel a bit more traditional and timeless and counteracts the modernity of "GPS!!"
